Do I need a certificate?
Who needs an EBMUD certificate, and when
If you own property in Oakland, Berkeley, Alameda, Emeryville, Piedmont, Albany, El Cerrito, Richmond or Kensington, the East Bay Municipal Utility District (EBMUD) requires a working sewer lateral. Proof is a compliance certificate, and three events trigger the requirement:

Selling or transferring the property
The most common reason. Escrow needs the certificate, or a costly deposit, to close.

A remodel or building permit over $100,000
Larger renovations must bring the sewer lateral up to standard.

Changing your water meter size
A bigger or smaller meter also triggers the inspection.
Short on time? Without a certificate at closing, EBMUD requires a Time Extension Certificate and a $4,500 deposit. We plan the work so you don't need either.

Property owners in the EBMUD program area need one when they sell or transfer the property, pull a building or remodel permit over $100,000, or change their water meter size.
How fast can I get my certificate?
Your certificate is delivered within 72 hours of passing the EBMUD verification test. We schedule the work around your close of escrow so it arrives in time.
Do I have to pay the $4,500 EBMUD deposit?
No. That deposit is only for a Time Extension Certificate, when the work isn't done by closing. We finish before closing, so you don't need it.
Will you dig up my yard?
